feat(ci): add backoffice to deploy pipeline + optimize Dockerfile

- Add backoffice paths trigger to deploy workflow
- Implement conditional builds (only build changed services)
- Optimize Dockerfile with BuildKit cache mounts
- Update pnpm to latest version
- Remove HEALTHCHECK (not supported by Podman OCI format)
