fix(docker): update frontend Dockerfile for Podman compatibility

Browse source 
- Remove deprecated --only=production flag
- Add default value for NEXT_PUBLIC_API_URL build arg
- Add BuildKit cache mount for npm
- Remove HEALTHCHECK (not supported by Podman OCI format)
